Legal Requirement for Land Traffic Noise Assessment

As per the “Technical Guidelines for Land Traffic Noise Impact Assessment”, the noise emission limits have already been set for the noise levels at any façade of the new residential buildings and noise sensitive development shall not surpass the noise level of 67 dBA (Leq 1hr); and in comparison, the indoor noise level will not cross the noise level of 57 dBA (Leq 1hr) under natural ventilation. Indoor and façade noise level must be measured and submitted to the National Environmental Agency along with the submission of the application for the Temporary Occupation Permit (TOP)/Certificate of Statutory Completion (CSC). Those who own the non-industrial buildings will need to measure the noise levels transmitted via land traffic noise over the period of weekdays and the weekend, and on basis of that measurement, a land traffic noise appraisal report would be submitted to the National Environmental Agency.

General principle for estimating the noise levels (LAeq) is taken for 1 hour over nonstop 24 hours, over 1 x weekday and 1 x weekend. Qsis Pte Ltd have been able to build up an exceptionally firm association with its clientele by exhorting them the most apt methodology and strategies for planning noise assessment reports according to the rules set by NEA.

Location of Measurement

Except if the Director-General of the National Environmental Agency has instructed otherwise, the normal practice is as follows:

  • For the façade noise level, the noise level should be taken at 1m from the wall of the façade.
  • For indoor noise level, the noise level should be taken from the centre point of the rooms, for example, living room, bed rooms, and so on, while ensuring that the windows or balcony door is opened. The microphone has to be at a height of 1.2 – 1.5m above the floor.

Qsis Pte Ltd have dexterous noise consultants who are not only professional in their approach but also fully equipped with the nuances of the field. They will guide the owners of the buildings starting from identifying the locations of assessment, deciphering the measured readings while taking the background noise in consideration, and preparing the land traffic noise assessment report in accordance with the requirements of the National Environmental Agency.

Instrument to be used for Noise Measurement

As per the guidelines issued by the Director-General, the measurements of the levels of noise shall be recorded with a sound level meter which is in compliance with the benchmarks identified in the International Electrotechnical Commission Publication 651 (Type 1) and Publication 804 (Type 1). Noise monitoring official from Qsis Pte Ltd will utilize the calibrated sound level meter that conforms to all the legal requirements as pursued by the Authority.

Submission of report to NEA

Noise assessment clarification report shall be submitted online through CORENET e-Submission System (eSS) to the National Environmental Agency by QP/Architects. However, Qsis Pte Ltd shall be responsible for the preparation of the noise assessment clarification report in accordance with the noise assessment clarification letter from the NEA while adhering to all the requirements and guidelines as per law.
